Welcome! My name is Jung Ho, and I am a Ph.D. candidate at the University of Pennsylvania’s School of Social Policy and Practice (SP2). My research investigates two interconnected management problems: how government and philanthropic funding decisions advance or constrain equity in the communities that mission-driven organizations serve, and whether those organizations align their internal practices with the equity they espouse. I draw mainly on organizational theory, combining quantitative methods with computational social science.
Prior to joining SP2, I earned my bachelor’s and master’s degrees in Public Administration from Korea University in Seoul, South Korea. I also hold a Master of Public Policy from the University of Minnesota, with the generous support of the Korean Government Scholarship Program for Overseas Study. My research has appeared in Review of Public Personnel Administration, VOLUNTAS, and other peer-reviewed journals. My work has received several competitive awards and fellowships, including the Oxford-Penn Social Impact Fellowship, the 2025 ARNOVA Lester M. Salamon Memorial Award for a Promising Ph.D. Proposal, and the 2026 AOM PNP Division Best Conference Paper by a Doctoral Student Award.
